On August 5, the Washington Parish Sheriff’s Office received a report of a vehicle which was blocking Breland Road. The caller reported that it appeared a man was passed out in the vehicle.
Responding deputies found Joseph D. Stogner, 49, a resident of Derbigney Street in Bogalusa, passed out in the driver’s seat of the vehicle. Stogner had illegal narcotics in his possession as well as a fake urine kit which is typically used by drug abusers to falsely pass a drug urine test.
Deputies woke Stogner, placed him under arrest, and transported him to the Washington Parish Jail where he is being held on three counts of possession of Schedule II drugs and one count of possession of drug paraphernalia. No bond has been set at this time. In addition, Stogner is currently on federal probation for narcotics violations.
Sheriff Randy Seal stated, “As bad as it sounds, it was good that Stogner passed out while his vehicle was stationary. If he had been traveling, it is possible that he could have wrecked, possibly with another vehicle. I applaud Lt. Michele Brumfield’s shift for getting this man off of our roadways and into jail. As always, our patrol deputies do an outstanding job protecting the residents of Washington Parish. I appreciate the fine citizen who called and reported the incident. That was the right thing to do.
